We Answered:In some shops they don't take credit/debit cards for mobile top-ups. I had the same problem I had no money on me except a credit card. I tried to draw some money out on my card but this I was declined. This for for a pre pay electric meter card.
Another possible answer is that some network providers take upto 48 hrs to register a credit/debit or e-top card.
